Financial Stability, Maintain and Sustain Fund Balance
The Town of Colonie reached, mantained, and exceeded the recommended unrestricted fund balance level, as recommended by the New York State Comptroller, of 5% of annual operating expenditures. Thus providing the Town the ability to adopt a first ever Fund Balance Policy. Additionally, exceeding this level during 2022 provides the Town the first "Usable" Fund Balance in over two decades.

Upgraded Bond Rating
As of December 31, 2022, the Town’s debt was rated A+ with a positive outlook by Standard and Poor’s rating services. Effective February 2023, S&P upgraded the Town’s bond rating to AA-, and in April 2023 Moody’s assigned the Town a rating of Aa3. Both rating services place the Town’s debt within the high-quality investment grade. The Supervisor noted, “I am pleased that our Town has been recognized once again for our financial management and our conservative approach is proof that we have prepared for a strong financial future.”

Installation of Small Cell Nodes to Reduce "Dead" Service Areas
It is imperative that emergency calls to our Police, EMS and Fire departments not be dropped due to poor cell services and "dead" areas in the Town. This was an ongoing problem for both emergency services as well as regular residential calls. New technology allows small cell nodes to be placed on top of existing poles and push a signal of 2,000 feet in all directions. In order to promote the installation of small cell nodes, a local law was adopted in 2022 that allows wireless carriers to apply for permits to add cell nodes to existing poles and structures rather than using the previously protracted process of applying through a zoning application.

Active Shooter Training and Safety Assessments for the Town of Colonie Community
Since the 1999 Columbine tragedy, the law enforcement community has recognized the critical importance of implementing active shooter training for all officers, regardless of specialty. Law enforcement expanded this training in the subsequent decades to include employees of school districts, public and private businesses, and congregants of faith based institutions.
On May 24, 2022 the Robb Elementary School in Uvalde, Texas was the scene of another attack that resulted in 21 fatalities and 17 injuries. In the aftermath of this tragedy, the Colonie Police Department recommitted to training our community partners.
We set a goal of hosting 25 community training events, to include civilian response to active shooter training as well as building safety assessments be accomplished during Q3 and Q4 of 2022.

Community CPR and AED Training
Bystander CPR can more than double a patient’s chance of not only surviving, but returning to a normal life, in many communities, less than one-third of out of hospital cardiac arrest patients receive this action before the arrival of EMS. In the Town of Colonie, nearly half of cardiac arrest patients receive CPR before EMS arrives, but we can do better. The EMS Department is setting a goal to increase community CPR and AED training at events throughout the town.
EMS is setting a goal to train 100 people in hands only CPR for this year.

Stop the Bleed Training
Stop the Bleed is a grassroots national awareness campaign and call-to-action. Stop the Bleed encourages bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives. The EMS Department in conjunction with the Police Department is setting a goal to host 25 training events that include Stop the Bleed training.

LED Light Project
Replacement of utility owned streetlights in the Town with state-of-the-art energy efficient LED lights to lower costs to taxpayers and protect the environment. The Town will be replacing 3,979 streetlights under this plan.

Pine Bush Preserve
The Town of Colonie dedicated 41 acres of land to the Pine Bush Preserve to be managed and protected by the Pine Bush Commission. This brings the total land to approximately 3,400 acres managed by the Commission.

For the sixth year in a row, the Town of Colonie has been named a Tree City USA by the Arbor Day Foundation in honor of its commitment to effective urban forest management.
Bronze Certified Climate Smart Community
The Town of Colonie is a Bronze Certified Climate Smart Community in 2023. This designation was awarded based on efforts surrounding clean energy updates, code enforcement training, renewables, waste reduction education, residential organic waste reduction program, and smart growth policies.

Library Open Learning
The William K Sanford Library provides collections of physical and digital resources in addition to programs, classes, and events.

New Library Cards
The Library has updated library card applications at the circulation desk, and online applications are available. The Library will participate in "Library Card Sign Up Month" in September.

Number of Items Checked Out
The number of items checked out includes both print materials, special collections, and digital materials. Our digital materials are in high demand, and the LIbrary continues to work on developing a robust catalog for the community.
