Consortium: Cities of Schenectady, Troy, & Town of Colonie

The American Rescue Plan (ARP) provides $5 billion nationwide to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations, by providing housing, rental assistance, supportive services, and non-congregate shelter, to reduce homelessness and increase housing stability across the country. These grant funds will be administered through HUD’s HOME Investment Partnerships Program (HOME). For more information on this program, please visit HUD’s website.

The Consortium (Cities of Schenectady and Troy and Town of Colonie) has been allocated over $3.8 ($3,832,771) million dollars through the HOME-ARP program.

CARES of NY, Inc. is working on behalf of the Consortium to develop an allocation plan for HOME-ARP funding.

Notice of Funding Opportunity.
To address the need for homelessness assistance and supportive services, Congress appropriated $5 billion in ARP funds to be administered through HOME to perform four activities that must primarily benefit qualifying individuals and families who are homeless, at risk of homelessness, or in other vulnerable populations. These activities include: (1) development and support of affordable housing, (2) tenant-based rental assistance (TBRA), (3) provision of supportive services; and (4) acquisition and development of non-congregate shelter units. The program described in this notice for the use of the $5 billion in ARP funds is the HOME-American Rescue Plan or “HOME-ARP.” The U.S. Department of Housing and Urban Development (HUD) has awarded the Consortium $3,832,771 through the HOME Investment Partnerships American Rescue Plan Program (HOME-ARP).

On behalf of the Consortium (City of Schenectady, City of Troy, and Town of Colonie) HOME-ARP Program, CARES of NY is issuing a request for proposals for projects that seek to provide an activity listed above. Each eligible activity has their own application that is attached.

By issuing this Request for Proposals, it is the Consortium’s intent to identify those projects which significantly address the Consortium’s priorities written and approved by HUD in the Allocation Plan. Before projects are recommended to the Consortium, all information requested in this Project Application must be provided. If funded, agencies will be considered HOME-ARP Subrecipients.

It is estimated that a Subrecipient Agreement will be awarded in time for implementation to begin Fall 2023.

All applicants must refer to the HOME-ARP NOFO Notice: CPD-21-10 and the Consortium’s approved Allocation Plan linked in the resource document that is attached. *Please note: Coordinated Entry and Provider Training as noted in the Allocation Plan are not included in this round of RFP’s.

The Consortium (City of Schenectady, City of Troy and Town of Colonie) HOME-ARP Review Committee comprised of independent reviewers will rank and review. Final funding decisions will be announced on or about September 20, 2023.
