Introduction to the Department

The intent and purpose of the Planning and Economic Development Department is to provide accurate, timely land use information, assist the general public in matters of planning and land use regulations, and serve as ombudsman for coordination of site related issues and topics.

Our department represents all citizens of the Town of Colonie in planning for generations of the future to live, work and enjoy the natural and built environment of the Town.

Department Responsibilities

1. The administration of land use regulations, staff support to the Planning Board, Significant Environmental Areas Management Appeals Board (SEAMAB), and the Town Board on matters of planned development districts, zoning district modifications, and other planning related local legislation.

2. A repository for Town records regarding commercial and residential development actions, services to the general public regarding land use regulations and processes.

3. Planning is involved in the preparation of long range planning issues such as the development of the Town wide Comprehensive Plan, Land Use Management Technical Report, subdivision regulations, Generic Environmental Impact Statements, the creation and revision of new and existing local laws and rezoning recommendations.

4. Provide information to the public on the location of wetlands, floodplains, protected watercourse areas, and other types of planning and/or project related information.

5. The Planning and Economic Development Department interacts with the Colonie Industrial Development Agency to assist in the retention and creation of jobs and tax base within the Town.

6. The Conservation Advisory Council (CAC) maintains the Town's open space inventory, promotes interest in the environment through bulletin board displays, public relations, and educational presentations. The CAC supports efforts involved with the acquisition of environmentally significant properties located within the Town and also works with the Environmental Services Department to coordinate and assist in the Town's Hazardous Waste Day.

This notice is issued pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State Environmental Quality Review Act) of the Environmental Conservation Law.

A Draft Supplemental Generic Environmental Impact Statement has been completed and accepted for the proposed action described below. Comments on the Draft EIS are requested and will be accepted by the contact person until February 1, 2008. A public hearing on the Draft EIS will be held at 7:05 PM on January 22, 2008 at the Town of Colonie Public Operations Center, 347 Old Niskayuna Road, Latham, New York.

Name of Action: Canterbury Crossing Planned Development District

Location: 1035 Loudon Road, Town of Colonie, Albany County

Description of Action:
Proposed rezoning from Single-Family Residential to Planned Development District, and development of 78 single family lots, 42 carriage homes, 152 multi-family condominium units, 100 multi-family senior citizen units, 30,000 sq. ft. office space, and 6,000 sq. ft. retail space.

SEQR Classification: Type I

Potential Environmental Impacts:
The proposed project site is located within the Boght Road / Columbia Street Area GEIS study area. The Draft Supplemental GEIS was prepared to address potential significant adverse environmental impacts with respect to water (impacts on freshwater wetlands), aesthetic resources, historic and archeological resources, transportation, and public health that were not adequately addressed in the GEIS.

1) What is the application process for my project?

You can call our office to request a Site Development Approval Process pamphlet along with additional information about the type of project that you are doing. You can also ask to speak, or make an appointment to meet with a planner who specializes in projects similar to yours.

2) How can I find out the status of my project?

The best way to find out how your project is doing in the application process is to speak with the Planner who is handling it. If that Planner is not available, you can leave a message, and someone will get back to you as soon as possible. If you call to find out if your project was approved at the Planning Board meeting, usually that information is readily available.

3) What is on the agenda for Tuesday's Planning Board meeting?

You can call our Agenda Hotline number at 783-1511, or go to the Planning Board meeting agenda on this web site.

4) How do I find out what is planned for a specific site?

The placards displayed at the site may give a brief description of the project proposed for that area. More information can be obtained by calling 783-2741 and speaking to someone at our office. You may also come in to the office to review the file before the Planning Board meeting or attend the Planning Board meeting on the date and location listed on the placard.
